  • The Business and Technology Applications Specialist serves as a senior-level systems analyst and developer responsible for designing, configuring, developing, and maintaining enterprise-level applications within the department’s technology environment.

This role focuses on supporting and modernizing complex, large-scale applications spanning Sybase ASE, Oracle, and Unix-based platforms. The position operates with a high degree of technical independence and must quickly analyze new and existing systems to implement innovative, efficient, and compliant technical solutions. Duties include application development, system administration, and mentoring other developers in industry best practices, Agile methodologies, and emerging technologies. This role participates in strategic planning, performance tuning, technical design reviews, system troubleshooting, and support for modernization efforts. Candidates must demonstrate expertise in database development, Unix scripting, and data integration, with preferences for experience in web-based tools, cloud-based platforms, and enterprise-level reporting and workflow automation technologies.

Key Duties Include:

Analyze, design, and develop enhancements for complex business applications using Sybase ASE, Oracle, and Unix-based environments. Create, modify, and optimize SQL queries and stored procedures to support large-scale applications and reporting systems. Develop and maintain scripts and programs using C/C++, Java, Shell scripting, and PERL. Support enterprise data integration workflows and ETL processes using tools such as SAS Data Integration. Provide production support and troubleshooting for applications deployed across Unix (Solaris/AIX) operating systems. Participate in Agile teams using Scrum or Kanban and collaborate across IT and business units. Document technical procedures and maintain project artifacts throughout the software development lifecycle (SDLC). Support the development and configuration of reports and dashboards using tools such as SAP Business Objects and Tableau. Collaborate on automation, workflow integration, and scripting using platforms like ServiceNow, Microsoft Power Platform, and Smartsheet. Facilitate secure data transfers and file management through protocols such as FTP/SFTP and MFT tools like GoAnywhere. Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following Experience with Sybase ASE database administration.
Experience with developing/troubleshooting SQL queries and relational database design within Sybase ASE or Oracle databases.
Programming experience using Shell scripting, C/C++, Java, and PERL.
Demonstrated experience with Extract, Transform, and Load (ETL) workflows or data integration tools (e.g., SAS DI).
Proven experience supporting and troubleshooting systems operating in Unix environments (e.g. Solaris or AIX).

Management Preferences:

Experience with Managed File Transfer (MFT) solutions such as GoAnywhere.
Experience with IBM mainframe systems and COBOL programming.
Experience using modern data warehouse platforms (Databricks, Azure Synapse, Microsoft Fabric, AWS RedShift).
