Duties Description The Business Systems Analyst 4 will be responsible for evaluating, developing, and supporting solutions for all current and future OMH information technology (IT) systems. These systems are integral to patient health and safety and assist the agency in achieving its mission of recovery and support to those with serious mental illness and their families. Duties include, but are not limited to, the following:

  • Serving in a managerial capacity in the oversight and day to day operations of the OMH Medical Informatics Bureau.
  • Working with a leadership team to ensure the accomplishment of the goals and objectives of the state-wide EHR Transformation Project.
  • Collaborate with senior OMH staff and business owners to develop, analyze, communicate, and validate requirements for the existing and future OMH systems and ensuring that the agency and the user communities can execute and support the agency’s mission of recovery and support to those with serious mental illness and their families.
  • Assist in overseeing an EHR implementation, design/build, qa/test, and/or training team comprised of multiple vendors, OMH staff, ITS staff and contract staff.
  • Assist in oversight and management of the OMH Connects and BHASS Projects.

Architectual Committee

  • Collaborate with ITS leadership and serve as a senior liaison between OMH, systems’ users, and the portfolio; gathering and documenting requirements for product enhancement; identifying and prioritizing enhanced functionality requests based on financial impact, ease of enhancement implementation, affected users, and projected benefit; and making recommendations to management based on these efforts.
  • Provide oversight to the implementation of the EHR system within mental health programs, ensuring adherence to established timelines, quality standards, and regulatory requirements. Regularly assess the progress of implementation and identify any challenges or areas for improvement.
  • Develop data analysis tools, visualization, and formal reports as needed.
  • Work closely with mental health program managers, clinicians, IT professionals, and other relevant stakeholders to ensure effective implementation and evaluation of the EHR system. Provide guidance and support to address any issues or concerns that arise during the process.
  • Assess the impact of the EHR implementation on mental health program outcomes, such as patient care quality, efficiency, and accessibility. Identify areas where the EHR system has improved or hindered program effectiveness and recommend strategies for improvement.
  • Ensure that data collected and stored within the EHR system is accurate, secure, and compliant with relevant privacy regulations (e.g., HIPAA). Collaborate with IT and data management teams to establish data governance protocols and monitor data quality.
  • Analyze changes in legislation or accreditation requirements and their potential effect on current systems and what systems will need to be modified to accommodate these changes.
  • Analyze how OMH can use the clinical and business systems by leveraging best practices to improve safety and enhance the quality of care provided to consumers of New York’s mental health system.
  • Develop, monitor, and review current OMH business processes through end user analysis and develop new processes or revise business plans as needed.
  • Assist in the oversight of the OMH Application Modernization Initiative
  • Review and manage OMH policy and standards documents based on NYS-wide policies and standards and OMH-specific regulations including HIPAA and NYS Mental Hygiene Law.
  • Work with ITS to support the design and management of OMH identity management and business partner portal solutions to ensure usability and compliance with applicable standards and regulations.
  • Perform routine audit and continuous monitoring activities involving OMH application and end user actions, to identify potential incidents and anomalies.
  • Perform and document multiple annual security assessments including but not limited to NCSR and NYS Chamber Cyber Survey activities.

Transfer:

Candidates must have permanent status as a Business Systems Analsyt 4 and be eligible for lateral transfer; OR be eligible to transfer via 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
