Full Job Description The Finance and Operations Information Technology (FOIT) Department provides innovative, and responsive technology services to the University’s business units in support of the University’s mission of teaching, research, and public service. The department strives to provide technology to improve business processes and communication, reduce costs, and increase customer satisfaction. The IT Analyst is responsible for the administration, development and support of applications used across various campus enterprises including the University Police Department (UPD), Transportation and Parking (T&P), as well as other FOIT supported units. Primary functions include but are not limited to: Ability to frequently travel to the UNC-Chapel Hill campus and the Town of Chapel Hill, including frequent pedestrian travel and/or transport of equipment, which requires a valid North Carolina Driver’s License. Ability to move equipment weighing up to 50 pounds, manipulating hand tools such as screw drivers, power drills and cutting equipment, and performing tasks on ladders or enclosed spaces, with or without a reasonable accommodation. Maintenance of equipment requires strong motor skills and physical mobility. The ability to adhere to safety requirements by wearing appropriate personal protective equipment such as safety glasses, hard hats, full-length pants, and closed-toe shoes. Ability to recognize colors and shapes. Ability to perform work duties within various service call locations including but not limited to construction or renovation zones, hospital premises, chemical and radiation storage facilities, warehouse storage zones, and high-traffic parking areas. Occasional outdoor work or travel in adverse weather conditions may be necessary due to the location and criticality of certain equipment. Demonstrated ability to identify and avoid hazards that may lead to injury, whether physical, electrical, chemical, biological, or otherwise. Perform installation, configuration, and maintenance of systems software, including operating systems and other system-level/middleware components. Develop, test, and maintain responsive web applications, in compliance with FOIT coding standards and version control policies. Create dashboards and reports to present transformed data aligning with customer requirements and enhancing user experience. Manage database performance, security, backup, and recovery. Provide customer support and consulting services, participate in vendor engagements as a lead on medium to large-scale projects. Develop project timelines, track deliverables, maintain proper documentation, and provide status reports.
Minimum Education & Experience Requirements:
Bachelor’s degree in computer/information sciences or related field and 2-4 years’ experience. Will accept a combination of related education and experience in substitution. Required Skills & Competencies’ Strong analytical and troubleshooting skills, with a focus on quickly and efficiently finding and solving problems. Excellent written and verbal communication skills, with the ability to work collaboratively in a team-oriented environment. Demonstrated working knowledge of HTML, CSS, JavaScript, and general application development using .NET/C#. Progressive to extensive SQL programming skills and knowledge of data analysis tools to optimize query and process performance while maintaining data privacy and security. Working knowledge of web application development and web technologies, including the integration of applications with public-facing website information, while adhering to FOIT coding standards and version control policies. Familiarity with common web security issues (e.g., XSS, CSRF, SQL Injection) and experience in implementing secure coding practices. Knowledge of secure authentication methods (e.g., OAuth, Two-Factor Authentication (2FA)) and the implementation of role-based access control (RBAC) to ensure users have the correct permissions to access resources. Ability to review and analyze user requests, resolve both routine and non-routine problems, and communicate technical issues to non-technical customers. Ability to work with internal and external customers, and vendors, as a lead on medium to large-scale projects, ensuring tasks are completed on time, within scope, and according to specifications. Basic to working knowledge of project management methodologies. Demonstrated experience in large-scale application implementations, management, and support in a multi-organization setting. Demonstrated understanding of fundamental networking concepts, including the ability to troubleshoot issues within the TCP/IP stack. Knowledge of parking management-related hardware and software at a university level, such as T2 Systems, Geographic Information Systems (GIS), License Plate Recognition (LPR), SKIDATA, and iOS/Android mobile devices or similar systems. Expertise in scripting languages such as PowerShell and enterprise reporting tools like Microsoft Power BI, and other components of the Microsoft Fabric ecosystem. Demonstrated proficiency in Extract, Transform, Load (ETL) processes.
Preferred Experience:
Relevant project management certifications such as Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or Certified ScrumMaster (CSM). This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy and adhering to in-person team and customer meetings as well as ability to be onsite at UPD in cases of an emergency. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station. The selected candidate will be employed by the School of Government Services (SOG Services), but their work location and reporting responsibilities will be at UNC Campus Police Department.
