Description of Work Recruitment Range:

$72,993 – $97,000. The North Carolina Department of Revenue (NCDOR) is currently accepting applications for an IT Business Systems Analyst II position. Business Systems Administration & Testing Division is responsible for providing enterprise-wide services to internal and external customers. Services include planning, design, configuration, development, testing, and production support for various workflow applications and several systems which process tax schedules. In addition, the division is responsible for testing and quality assurance for the agency-wide applications and systems. Service Management Applications unit is responsible for the workflow applications such as ServiceNow, Hyland OnBase (Document Management System), Atlassian Jira, and Microsoft SharePoint through the entire software lifecycle: requirements, design, development, implementation and production support. This position is responsible and accountable for defining and documenting requirements and solution designs for various services on ServiceNow. The scope of the work includes the functional and non-functional requirements, business rules, data analysis, workflows, reporting, and user interfaces as well as any other business processes, rules, or design points that would be necessary to meet the expected usability for the service. The artifacts to be developed must be accurate and detailed documents according to standard templates, using natural language. This position is required to have an understanding of the business functions and technology components of the North Carolina Department of Revenue. In addition, this position will help research incidents reported by end-users to identify production issues. If an identified issue requires a system change, then a ticket must be created and tracked. Knowledge, Skills and Abilities / Competencies Ability to work with customers as a member of cross-divisional work groups and maintain positive and productive relationships with customers, peers, and management.
Ability to prepare and present oral and written reports clearly and concisely. Ability to communicate technical terms and concepts to non-technical staff along with the ability to understand customer needs and translate them into appropriate – automated solutions.
Demonstrated ability to create and maintain workflow diagrams used in design documents.
Demonstrated experience documenting functional requirements and technical specifications for existing and new applications.
Experience working with customers to advise on strategies, alternatives and the implications of specific application customizations and interface designs.
Exhibit comprehensive knowledge of the work area demonstrated by an in-depth understanding and use of advanced principles, theories and practices associated with the work specialty.
Possess a high-level understanding in the areas of application programming, database and system design.
Experience conducting analysis of technical solutions to determine pros and cons of modifications.

Management Preferences:

Experience working within a Software Development Life Cycle (SDLC)
Understanding of application programming, database, system design, and data exchanges in client-server environments. • Knowledge of SA-BoK or equivalent use of formal systems analysis methodology.
Knowledge of ITIL Service Management best practices.
