Description of Work This Role Is Eligible To Be Hybrid And Has Onsite Reporting Located Within Raleigh, NC This Position Is Funded In Part Through Federal Funds. The IT Contract Performance Analyst plays a critical role in managing IT contract lifecycle activities and supporting vendor governance for the North Carolina Department of Health and Human Services (DHHS) Information Technology Division (ITD). This position serves as the facilitator of IT reviews for all solicitations involving IT components or services and provides consultative support to business units in developing Statements of Work (SOWs) that align with IT and agency standards. Operating independently and collaboratively, the Analyst ensures IT technical reviews are conducted consistently and transparently, leads vendor performance tracking through dashboards and Service Level Agreements (SLAs), and contributes to Fiscal Innovation Team (FIT) initiatives by aligning funding strategies with operational improvement goals. This role requires strong stakeholder engagement, analytical thinking, and understanding of IT governance, procurement processes, and compliance requirements.

Key Duties Include:

Facilitate IT Division reviews for solicitations such as RFPs (Requests for Proposals), IFBs (Invitations for Bids), and RFQs (Requests for Qualifications) involving IT services. Act as the primary point of contact for routing review materials to IT subject matter experts, ensuring completeness and consistency. Provide consultative support to business divisions in the development of SOWs, ensuring compliance with IT policies, security requirements, and technical standards. Develop guides, templates, and checklists to standardize and enhance the IT procurement submission and review process. Lead tactical efforts to create and track vendor performance dashboards, scorecards, SLA (Service Level Agreement) tracking, and KPI (Key Performance Indicator) reporting. Analyze vendor compliance trends, document findings, and escalate issues proactively. Lead tactical coordination with the Fiscal Innovation Team (FIT) to align contract expiration planning, IT funding strategies, and operational improvements. Collaborate with IT leadership, procurement, finance, legal, and business teams to integrate IT compliance, innovation, and cost-saving strategies into procurement activities. Utilize workflow and performance tracking tools including Microsoft Excel, Smartsheet, SharePoint, ServiceNow, and JIRA to manage contract-related actions and reporting. Hands-on experience conducting or contributing to vendor risk assessments or operational improvement initiatives in procurement, compliance, or IT support environments.

Management Preferences:

Certifications such as CFCM (Certified Federal Contracts Manager), PMP (Project Management Professional), or ITIL Foundation. Experience collaborating with IT, finance, procurement, legal, and business units on contract and vendor governance activities. Experience using procurement-specific platforms such as Ariba, eProcurement, or SciQuest.
