 Exempt, Non Management Staff Administrative Support •Salary negotiable based on level of experience between $68,000 – $85,000 The Programmer Analyst collaborates across departments to ensure digital services and applications are intuitive and engaging for internal and external users across applications and devices. In addition to coding the solution, the incumbent is responsible for facilitating user centered needs discussions, documenting pain points and design ideals, consulting with technical leads, testing prototypes and training end users. Designing digital application interface solutions to address business needs.
Collaborates with end users on streamlined business processes utilizing a digital first approach. Success Measures Timely and accurate completion of work assignments, projects and related functions.
Effective communication with managers and business units providing timely completion of programming and analysis related tasks.
Implement solutions to enhance our infrastructure for optimum performance, focusing on reliability, availability and service. Demonstrate development of collaborative IT partnerships with the ability to effectively respond to changing regulations and emerging technologies.

ESSENTIAL FUNCTIONS

Adheres to the NHMB Values–which consist of Fairness and Respect, Honesty and Integrity, Teamwork, Excellence and Stewardship.
Design, develop, and extend new and existing software applications to address business needs.
Write clean, scalable, and efficient code following best programming practices in a highly regulated industry. Identifies opportunities for optimization of existing application platforms and necessary and impactful digital changes and communicates those changes to department team.
Work with cross-functional teams to integrate software applications with other business systems. Provide ongoing support for software applications, resolving issues and doing enhancements as needed.
Understand user requirements and business processes to develop effective software solutions. Create functional and technical specifications, proof of concepts, and designs to improve the user experience.
Perform usability testing to evaluate the effectiveness of user experience changes.
Develop, update and provide ongoing training for users with regard to digital product offerings.
Provide technical support and training for internal customer requests, needs and issues.
Support digital platforms such as electronic signature, Intranet, collaboration and workflow platforms via user administration, training and documentation.
Understanding of web-based application and API security features including groups, queues, workflows, authorization grants, claims, and other permission sets including SAML, OAuth/JWT.
Provide technical support and training for internal customer requests and issues.
Ability to context switch between different programming languages as the platform and technical stack requirements of the application(s) require.
Satisfactorily completes all required compliance training and complies with all regulations which apply within the scope of this position. Follows department procedures to ensure regulatory compliance of all projects.
Performs other duties as requested.

MINIMUM PHYSICAL REQUIREMENTS

Physical surroundings are generally pleasant and comfortable with minimal exposure to injury or other hazards with moderate level of noise. Minimal physical effort required, normally seated with the freedom of movement on a regular basis with occasional lifting of materials and supplies weighing up to 30 pounds.

DESIRED JOB EXPERIENCE

4+ years of relevant experience as a programmer analyst or software developer. Proficiency and technical coding experience with at least one general purpose language such as .Net C#, Python Java, etc. Proficiency and technical coding experience with HTML, CSS, JavaScript, Typescript. Ability to test and debug applications, both in house and 3rd party, find the root cause, and remediate via implementing code changes and/or design/process changes. Understands T-SQL (DDL, DML, etc.) with the demonstrable ability to write queries against relational databases such as

MS SQL, IBM

DB2, Oracle, MySQL. Some direct experience identifying and understanding customer problems/processes and/or information handling needs in an effort to present new technology solutions taking full advantage of available company platform technologies. Exposure to modern IDEs for Python, C#, and SQL development such as Visual Studio, Visual Studio Code, Rider, SSMS etc. Detailed knowledge of different file formats and their applicable use cases, such as Flat File, CSV, XLSX, XML, and JSON. Experience integrating inhouse and 3rd party systems and data via APIs (REST and SOAP)

OTHER QUALIFICATIONS

Strong written, communication, organizational and problem-solving skills and the ability to own and articulate technical design and implementation decisions. Must be detail oriented with a high degree of accuracy. Must have the ability to present confidently to diverse groups; prioritize responsibilities and complete work within designated time frames. Comfortable with design, implementation and testing of applications and services. Cloud exposure with Azure, AWS, GCP is a plus.
