JOB SUMMARY AND RESPONSIBILITIES
Reporting to the IT Manager or Project and Development, this position provides support for various 3rd party applications utilized by the City, this includes system administration, coordinating and performing application upgrades and managing implementations. This person will proactively work with other City Staff to collect and analyze new project requests, define functional and system requirements, identify and document business processes, and provide ongoing support to users. Other duties will include collaborating with other IT staff to refine and analyze these requirements into comprehensive technical specifications, provide timely reporting to stakeholders on project status, develops and implements detailed test plans, creates and maintains operational and application documentation and develops and delivers training to City staff on new and existing systems. Performs other related duties as assigned. This is a full-time position, Monday through Friday, 8 am to 5 pm, is part of the UAW Professional Bargaining Unit and provides an excellent work life balance. The position is grade 16, salary dependent upon experience.
SKILLS/QUALIFICATIONS
College degree (BS in Computer Science or MIS preferred), with three (3) to five (5) years of work experience
Prior experience in a municipal environment is a plus
Proficient use of computers and Microsoft Office suites
Working knowledge of Visual Basics, Net Framework and .Net Visual Basic along with a working knowledge of relational databases such as MS SQL and MS Access; proven experience participating in the planning, design, development, and implementation of software solutions
Knowledge of computer system design, programming techniques, knowledge of system and software quality assurance methodologies and best practices; familiarity with flowcharting, data modeling, process modeling, form design and control procedures; demonstrated understanding of systems interrelations and database concepts; working knowledge of network technologies and PC Operating Systems
Must possess good project management skills and substantial exposure to project-based work structures
Ability to analyze and resolve application issues and ability to work in a team environment is key
Must possess excellent written, oral, listening and interpersonal communication skills, be able to communicate in both technical and user-friendly language and be highly self-motivated and display keen attention to detail
Must have very strong organizational and time management skills, and be able to effectively prioritize and execute tasks and possess some exposure to applicable data privacy practices and laws
