The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department. The residency exemption for public safety/civil service employees does not include Appointed positions with Sheriff’s Office, Division of Corrections or the Fire Department. Position Summary Works under the general direction of the Administrator (Data) to develop dynamic and multifaceted reporting mechanisms by acting as the intermediary between IT and Strategy & Innovation, transmuting data and research needs into automated reporting as the connective thread between departments. Work to develop and run reports and will be responsible for communicating and coordinating programming needs with IT, vendor(s), and data managers.

Pay Grade:

51 Salary Commensurate with Experience and Education Minimum Qualifications 1. Four (4) years of experience; AND 2. Bachelor’s degree from an accredited college or university in mathematics, statistics, computer science, data science or ac closely related field; OR 3. An equivalent combination of related education and/or experience. 4.

PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities 1. Functions as a data systems integrator by building reports and maintaining databases. 2. Works in tandem with the Business Service Analyst to maintain the data dictionary by keeping the database current. 3. Utilize advance SQL expertise to effectively query/navigate across multiple data domains, perform data analysis, create findings, and generate comprehensive and relevant datasets. 4. Work with programmers, engineers, and management to identify process improvement opportunities, propose system modifications, and devise data governance strategies. 5. Author technical requirements for IT to build new features and enhancements for reporting tools. 6. Maintain and monitor data security for continuous improvement and help inform the data security planning. 7. Establishes and maintains tools (e.g., reports, dashboards). 8. Collaborate with interdepartmentally staff to visualize, interpret, and report data findings. 9. Collaborate with other technical/database leads to provide insights and resolve data issues to enable better decisions and improve data processing. 10. Detect and resolve incidence of errors prior to data release. 11. Codes, debugs, tests and documents application programs as requested by management. 12. Assists in the development of specifications for software applications as it relates to reporting dynamic data. 13. Performs other related duties as required or directed. KSA’s 1. Knowledge of the best practices for Corrections databases and general knowledge of the metrics and outcomes-tracking landscape for Corrections is preferred. 2. Thorough knowledge of relational databases with the ability to work with and communicate technical information simply to other users. 3. Specialized knowledge and experience with analyzing major datasets / databases, working with statistical coding languages, and working with complex financial datasets (as well as unstructured data). 4. Thorough knowledge of Excel and Access, as well as data visualization tools (e.g., PowerBI, GIS). 5. Analytically skilled in initiating development of clear and concise specifications, documentation, and procedures. 6. Ability to coordinate, solve, and complete multiple projects in a deadline-oriented work environment. 7. Ability to work independently or as a member of a team to complete projects by required deadlines. 8. Ability to apply and communicate technical knowledge and principles in designing major software or other systems and conduct user interviews. 9. Ability to interpret and convert business problems to computer language. 10.. Ability to communicate technical information and conduct user interviews. 11.
