General Description
Provide professional presentation of data and functional, easy to use user interfaces (UI) for constituents and employees for both public facing and internal applications such as websites, web applications, and internal desktop applications to deliver the best user experience (UX). Essential Job Functions

Design and develop professional and intuitive user interfaces (UI) based on given requirements.
Create UI previews to be presented for approval.
Develop features to enhance user experience (UX).
Ensure websites and web applications are smartphone capable.
Build maintainable, reusable code for future use.
Optimize web pages and applications for maximum efficiency, speed, and scalability.
Employ a diverse and suitable selection of markup languages to design web pages.
Maintain a consistent design across all websites and web applications.
Ensure the technical feasibility of UI/UX designs.
Collaborate with stakeholders and fellow developers to design, prototype, and implement features and applications.
Interacts with the public in an effective and courteous manner.
Must be able to meet minimum attendance standards.
Performs related duties as required.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS

Requires manual dexterity; sitting for extended periods of time; good vision, hearing and speaking skills in order to communicate; may involve occasional lifting of over 20 pounds.

ENVIRONMENTAL CONDITIONS

Exposure to noise associated with computer operation, exposure to electrical wiring and apparatus.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Requires knowledge of Microsoft Operating Systems, Microsoft Office Suites, , HTML, CSS, and JavaScript/TypeScript. Additional knowledge in programming, backend development, software design, hardware, version control systems or networks utilizing database management systems such as PostgreSQL and Integrated Development Environments (IDEs) such as Microsoft Visual Code is a plus.

ABILITY TO

Develop according to given technical designs/specifications with limited supervision. Test and debug applications. Manage projects using DevOps, maintaining version control. Communicate adequately with others about design, development, testing, deployment, and errors.
Minimum & Preferred Qualifications
Pursuing a Bachelor’s degree in Computer Science or closely related field AND/OR have sufficient knowledge of HTML, CSS, and JavaScript. Preference will be given to a candidate who has a Bachelor’s degree in Computer Science or closely related field OR with two (2) years’ experience as a Front-End Developer/Web Designer/Engineer, Full-Stack Developer, Web Developer, JavaScript Developer, CSS/HTML Developer, or UI Developer who has sufficient knowledge in the following: Javascript/Typescript, HTML, CSS, C#, ASP.NET, JSON, DOM, XML, XAML, YAML, CSS Frameworks such as Tailwind

Preprocessors such as Sass and LESS, JavaScript frameworks such as Angular, React, Meteor, Ember, Node, Knockout, jQuery, AJAX, User Interface (UI) Design, User Experience (UX) Design, Search Engine Optimization (SEO), SQL, and Open Layers.

LICENSURE AND/OR CERTIFICATIONS

Requires a valid driver license at the date of hire and maintain said license while employed in this position.
