Major Functions The County of Volusia is seeking a Back-End Development Project Leader for the Information Technology division. This position will be responsible for leading the design, development, and implementation of server-side applications and application programming interfaces (APIs) for the county’s digital transformation initiatives. This role involves collaborating with the Digital Process Innovation Manager and Front-End Project Leader to create scalable, secure, and efficient microservices that enhance government operations and improve user experience (UX) across departments. The ideal candidate will have strong expertise in database design, API) development, and workflow orchestration with proficiency in implementing modern Back-End architectures.
NOTE:
The selected candidate must work extended hours when needed to complete critical projects and respond to county emergencies or activations. Illustrative Duties (

Develops and maintains microservices architecture following best practices for scalability and security.
Develops rapid prototypes and proof-of-concepts using modern development tools and platforms, including development assisted by artificial intelligence (AI).
Designs and implements workflow orchestration processes using business process modeling standards (e.g., BPMN 2.0).
Creates and maintains RESTful APIs that integrate with front-end applications and external systems.
Implements database schemas and data models for Microsoft SQL Server.
Develops authentication and authorization mechanisms using Microsoft Entra ID OAuth.
Creates efficient data processing pipelines and integrations between systems.
Implements monitoring, logging, and observability patterns using Prometheus and other tools.
Collaborates with departmental stakeholders to understand business requirements and translate them into technical specifications.
Develops and maintains documentation for all backend services and APIs.
Implements automated testing practices for backend applications and services.
Mentors junior developers and provides technical guidance on backend best practices.
Collaborates with the Front-End Project Leader to ensure seamless integration between API and user interface (UI) layers.
Stays current with emerging backend technologies and evaluates their potential application.
Presents development progress and demonstrations to stakeholders and leadership.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned. Minimum Requirements Eight (8) years of experience in Computer Science, Information Technology, Software Engineering, or related field in which four (4) of those years should be experience in backend development with Python or similar languages. OR Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or related field and four (4) years of experience in backend development with Python or similar languages. A comparable amount of training, education, or experience may be substituted for the minimum requirements. Must possess and maintain a valid driver’s license at time of hire. Must possess a valid Florida driver’s license within 30 days of hire and maintain thereafter. The preferred candidate, having met the minimum requirements; will have experience with FastAPI, Python, Microsoft SQL Server, workflow orchestration engines, API design, microservices architecture, Microsoft Entra ID integration, and demonstrated ability to lead backend development projects. Knowledge, Skills & Abilities Knowledge of microservices architecture and design patterns.
Knowledge of authentication and authorization patterns using Open Authentication (OAuth)/Open ID Connect (OIDC).
Knowledge of monitoring and observability tools (e.g., Prometheus, Grafana, etc.).
Knowledge of AI-assisted development techniques and tools.
Knowledge of and experience with workflow orchestration engines (e.g., Zeebe, Camunda, etc.) and business process modeling standards (e.g., BPMN 2.0).
Knowledge of and experience with RESTful API design and implementation.
Knowledge of and experience with container orchestration platforms (e.g., Docker, Kubernetes, etc.)
Knowledge of and experience with automated testing for backend services.
Knowledge of and experience with Git version control and collaborative development workflows.
Knowledge of and intermediate understanding of relational database design and Microsoft SQL Server.
Knowledge of rapid application development techniques.
Knowledge of event-driven architectures and message queues.
Knowledge of and understanding of data security best practices.
Strong problem-solving skills and attention to detail.
Ability to translate complex business requirements into effective technical solutions.
Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
