General Purpose
This position will assist the Manager of Operations in daily airport activities, reviewing aeronautical conditions and making recommendations for operational safety. This position is responsible for assisting in the overall leadership, direction, and technical expertise to the Operation Division programs and performs the duties of Airport Operations Specialist. In addition, this position will also act on behalf of the Operations Manager and assume those responsibilities when designated and/or in the case of the absence of the Operations Manager.

Essential Job Functions
All Essential job Functions of the Airport Operations Specialist AFSCME Grade 16.
Assists in the development of maintenance and construction plans and review for compliance with industry and governmental standards.
Under the direction of the Operations Manager, review equipment and resources required for operations to carry out job responsibilities, make purchases as approved. Assists in the supervision of the operations, terminal, grounds and airfield.
Assists in the management of operations personnel through employee selection, performance, evaluation, promotion and training.
Assists in the planning and implementation of projects, assignments and schedules including manpower requirements, specific work assignments, and quality control supervision to insure satisfactory performance and results.
Recommends physical improvements to maintain or improve efficient operation of the airport.
Helps develop training programs and procedures to insure subordinate personnel are adequately trained for safe and efficient performance of assigned duties.
Assumes the responsibilities of the Operations Manager during absences.
Helps ensure that the concerns and interests of the public are met with superior customer service.
Coordinate airport security procedures and assist in administering access control systems.
Assist in the coordination of airport information technology systems.

Qualifications/Basic Job Requirements
Ability to work with a diverse population with a strong commitment to equity and inclusion, among City staff and the general public.
Demonstrable leadership and management potential based on experience or education.
Must demonstrate ability to work independently.
BS in aviation/airport management or related field and 3 years of experience in an aviation/airport environment or equivalent combination of education and experience. In depth knowledge of acceptable conditions for the safe operation of aircraft required.
Required to complete and pass Vermont Hunter Safety Course Must possess all specific qualifications listed for the position of Airport Operations Specialist.
Must undergo and pass a fingerprint-based criminal history record check in accordance with

CFR 154.209.

Must have in-depth knowledge of CFR 1542 and be able to qualify for and perform the duties of an Airport Security Coordinator.
Must have an in-depth knowledge of the Incident Command System and possess a demonstrated ability to manage emergency situations at a Part 139 air carrier airport in an airfield environment.
Must have three years of experience at a Part 139 Snow Belt airport coordinating all facets of snow removal operations.
Must have a demonstrated ability to safety coordinate complex construction projects with on-going air operations in a Part 139 air carrier environment.
Must be a flexible team player who can move readily from the role of manager and supervisor to that of working operations shifts.
Must be available to be on-call on a regular basis.
Ability to work outdoors in all weather conditions to conduct inspections and manage snow operations, including on active air traffic runways and taxiways.
Ability to be on-call for emergencies and weather conditions.
