Develops a work program under the oversight of/in coordinion with the Principal Operions Inspector to ensure periodic surveillance of designed pilot and flight engine er examiners, pilot and flight engineer check airmen, and company training programs. Plans and conducts assignments with technical independence, while obtaining advice from higher level inspectors who are experts on a particular type or aircraft, or who have overall flight operions program responsibility. The scope and complexity of the work program may be such as to require the occasional assistance of other employees to conduct inspections and evalue operions. Assures the assigned air carrier conducts flight crew training and testing required by approprie Title 14 of the Code of Federal Regulions (14 CFR), FAA-approved training programs, and current testing standards. Oversees company check airmen and APDs. Serves as the technical advisor to the Principal Inspector on assigned areas of the company’s training and testing programs. Coordines technical instructions, policy orders, and procedures through the Principal Inspector to assure uniformity of training and testing activities. Responsible for conducting enforcement investigions and preparion of final reports and recommendions on disposition. Performs or supervises the emergency suspension of certifices or cancellion of flight oversight specificions. Conducts or directs the reexaminion of certificed airmen or recertificion of an operor or agency. Conducts investigions of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies court trials and formal hearings, and gives dispositions. Coordines with geographic inspectors for the accomplishment of non-routine air carrier surveillance. B. Certificion Recommends the designion of APDs and pilot examiners. Responsible for the conduct of flight tests, additional type rings, and flight engineer certificion; proficiency tests; initial qualificion tests, and line-oriented flight training. Assures standardizion of check airmen and designed examiners and recommends to the POI any changes which are considered necessary. C. Surveillance Monitors assigned areas of the flight crew training program and associed records to ensure compliance with pertinent 14 CFR, nional and regional directives, and safe opering practices. Monitors assigned air carrier ground and flight training. Attends certifice holder’s company and safety meetings. Evalues training programs to ensure they meet the requirements of 14 CFR. Approves or disapproves training programs including flight simulors, training devices, or other equipment used in these programs. Flight Oversight ASIs do not conduct certificion (pilot evaluing, testing, and checking) job functions as a required crewmember, including safety pilot.
