Clarificion from the agency Open to current permanent AVS-Wide and AMA employees Duties The Geographic Program Inspector (Airworthiness) is responsible for the geographic program withing the geographical area and for the performance of inspections and surveillance (to include certificion and other assignments as requested by the principal inspector) on air carriers/air operors opering under Title 14 of the Code of Federal Regulions (14 CFR). Identifies and established work programs for inspection and surveillance withing manpower and budget limitions. Functions as the focal point for office communicions with principal inspectors in other offices/regions. Technical Administrion Responsible for the geographic operions program for the office. Assures, on a continuing basis, th the operors within their jurisdiction are properly and adequely organized, staffed and equipped; have and conduct an adeque training program, including an acceptable record keeping system; and have facilities and procedures th meet all regulory requirements. Regularly s the air carrier’s/air operor’s stions and other offices to maintain contact with their local top management officials and coordines with the principal inspector for correction of any deficiencies or discrepancies. Conducts enforcement actions and prepares final reports and recommendions on disposition. In consultion with the Principal Inspector, performs the emergency suspension of certifices or cancellion of operions specificions. Conducts or directs the reexaminion of certificed airmen or performs inspections for the reissuance of airworthiness certifices. Conducts investigions of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies court trials and formal hearings, and gives dispositions. Certificion Reviews and determines the adequacy of maintenance and/or avionics manuals for compliance with 14 CFR. Makes recommendions to the principal inspector for amendments to previously approved manuals to accomplish the following: correct any conflict with regulory requirements; elimine unsafe practices; and/or improve the specificity of instruction. Recommends approval/disapproval of overhaul and inspection time limitions and suggests special conditions and limitions necessary prior to final approval. Evalues operions and facilities throughout the geographical area by periodic on-site inspection and the review of inspector’s report and makes recommendions of changes essential or desirable in policies and procedures to the principal inspector. Surveillance Monitors all surveillance phases of maintenance and/or avionics on behalf of the Principal Inspector. Surveillance includes adequacy of overhaul and repair facilities, equipment, inspection programs and records, maintenance/avionics personnel, maintenance/avionics training, main base/sub-base/line stions, maintenance and/or avionics programs, policies, and procedures. Inspects, evalues and determines if contract maintenance is performed in accordance with the air carrier’s approved maintenance program. Advises Principal Inspector of necessary changes to the maintenance program when required. Inspects refueling and servicing vendors for accepted industry standards and compliance to the operor’s manuals. Contacts aviion management officials who are responsible for providing maintenance/service in order to negotie the resolution of problems. Conducts a maintenance and/or avionics system analysis independently or as a team member on special inspection teams. Performs other duties as required. Aircraft avionics work experience (which could include supervision or auditing) in a repair stion; air carrier repair facility; military repair facility; or local, ste, or Federal governmental agency within the last 3 years.
