LOADMASTER/LOADING SUPERVISOR RAMP CHECKLIST

” (21A-GS-007). Inspect taxi and ramp areas for FOD (Foreign Object Debris) before aircraft is parked into positions and after aircraft is loaded prior to departure. Ensures that all cargo intended for carriage on the aircraft is properly packaged, labeled, restrained weighed and documented to include average baggage weights per company and government regulations. Supervise and Operates aircraft cargo systems. Directs and supervises all labor groups that provide cargo and aircraft loading and unloading of freight to ensure maximum levels of safety, efficiency and legality are maintained during all company cargo loading and unloading operations and to prevent injury to personnel and damage to the cargo, cargo equipment and aircraft. Prepares or supervises the operations of cargo weight and balance documents related to the operation of the flight. For DHL Operations, 21 Air Loadmasters will not be performing Weight and Balance calculations as DHL’s Weight and Balance system (SABLE) has been accepted for use in DHL and 21AIR operations (See WB manual, Ch 2.4 for details). The remaining functions of the Loadmaster listed in this section will still apply during DHL operations. If the station is approved as an Audited Vendor, the procedures listed in Section 1. 3 of this manual may be used. Acts as liaison in the field between company and its customers, vendors, handlers and government agencies to ensure the highest levels of safety, efficient cargo operations schedule integrity and compliance with company policies and procedures and government regulations. When required to fly on board the aircraft as a Loadmaster/Loading Supervisor, all duties are performed under the direct authority of the pilot in-command. Assist maintenance personnel when requested in the assembling or dismantling of specialty equipment and with any other ground support equipment when required. Must maintain a valid passport and driver’s license. Coordination and supervision of all cargo-related functions related to the flight, including inspection of ULDs, nets and pallets for airworthiness in accordance with established manufacturers’ guidelines. Must account for the planned load, giving consideration to all aircraft restrictions, limitations and load sequencing required to safely transport the load ensuring that all parameters are not exceeded and use the proper cargo loading configuration. Ensures all ULDs and restraint hardware are in serviceable condition and properly positioned as required by the Company Weight and Balance Manual and Cargo Loading & Handling manual, as appropriate. Maintaining familiarity with the policies and procedures contained in this manual. Loadmaster/Loading Supervisors must also understand and observe the policies set forth by applicable sections of the Company General Operations Manual (GOM) and Company Weight & Balance Manual (WBM). Ensure the proper load verification procedures are followed as outlined in the Company WBM and Company GOM Accomplishing a complete check of the load prior to departure. This includes checking all restrained items for proper security. The Loadmaster/Loading Supervisor will correct any loading deficiencies or paperwork to ensure the Dispatch Release/Weight and Balance Form reflects the actual load on the aircraft before providing the form to the captain. The Loadmaster/Loading Supervisor will verify the location of all Hazardous Material (HAZMAT) loaded on Company aircraft and verify all requirements have been met. Hazmat must be inspected and accompanied by the appropriate documentation required by IATA regulations and when hazmat is expected to be transported in the US by the Company, 49 CFR regulations. A Notification to the Captain (NOTOC) must be prepared identifying all HAZMAT loaded.
