WORKS DRIVER/ OPERATOR/LABORER JOB SUMMARY
Performs skilled and semi-skilled work in the safe and efficient operation of heavy-duty trucks, loaders, backhoes, and similar equipment used in the construction and maintenance of streets, culverts, catch basins, drainage systems, and other public works projects. Assists in the maintenance of Public Works vehicles and equipment. Undertakes manual labor tasks incidental to the operation of assigned equipment, such as the loading and unloading of materials at construction and maintenance projects. Responsible for the safe and efficient operation of vehicles and all equipment used in the construction and maintenance of streets, culverts, drainage systems and other public works projects.
SUPERVISION RECEIVED
Works under the general supervision of the Public Works Director, and the direct supervision of the Working Foreman. After receiving instructions, work is generally performed without direct supervision which requires some independent judgment and resourcefulness. Work is reviewed daily for conformance with instructions and for the safety and care exercised in operating equipment. Reports problem situations to the Director or Foreman.
SUPERVISION EXERCISED
Supervises sweeping of roads, cleaning of catch basins, marking of roads, and loading and unloading of materials and similar subcontracted work performed by contractors. When assignments dictates, provides general supervision to other crew members.
EXAMPLES OF ESSENTIAL DUTIES
(The listed examples are illustrative only and may not include all duties found in this position.) 1. Regularly operates all Public Works Department vehicles and loading equipment, including trucks, loader, backhoe, bulldozer, and uniloader. Regularly operates small shop equipment, including chain saw, table saw, circular saw, drill, line painter, compactor, and lawnmower. Regularly uses hand tools, including shovel, rake, broom, level, and other equipment necessary to maintain and repair all Town roads, infrastructure, and equipment. 2. Loads and unloads materials using Highway and Transfer Station/Recycling Center equipment. Repairs and maintains roads, road shoulders, and drainage ditches, as well as street, election, and beach signs; repairs potholes; maintains crosswalks. 3. Checks Department equipment and explains problems to Mechanic; assists Mechanic in repairing equipment. Changes oil and lubricants as directed by the Mechanic. 4. Operates on an emergency and seasonal basis, trucks and equipment for winter snow removal and other seasonal clean-up operations, including plowing snow, hauling snow, spreading sand and salt; mowing grass and cutting, trimming, and removing brush; painting various markings on Town roads and parking lots; and loading and transporting lifeguard stands and beach equipment to Lifeguard Stations. Rakes, loads, and transports seaweed and debris from beaches to transfer center. 5. Assists with construction of new structures and repair of existing structures. 6. Performs Transfer Station/Recycling Center operations as needed, including loading and transporting of garbage and recycling materials to Transfer Station. Separates recyclable materials retrieved from beach. 7. Maintains inventory of basins, pipes, and street signs. 8. Performs traffic control during road projects and during emergencies as needed. 9. Moves heavy office furniture and equipment upon request. Removes dead animals from Town rights-of-way. 10. May perform welding, carpentry, cement and concrete work as skills allow. 11. Performs other related duties as necessary and required.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
Knowledge of the principles and practices of operating and servicing trucks; and construction equipment; knowledge of functions, operating methods, maintenance and care required of equipment used in public works projects; knowledge of the regulations, work hazards, safety practices, and traffic laws relating to equipment operation; knowledge of and ability to do carpentry, site, and concrete and cement work; knowledge of and ability to do job safely and according to State and Federal laws; knowledge of State and Federal hazardous materials laws; knowledge of Town operating procedures; knowledge of different grades of recyclable materials. Skill in the operation and care of trucks and related construction equipment. Ability to perform frequent strenuous physical effort under adverse weather conditions; ability to detect errors in heavy equipment operations and maintenance; ability to understand, follow, and give oral and written instructions; ability to establish and maintain effective working relationships with fellow employees.
MINIMUM QUALIFICATIONS REQUIRED
Possession of a high school or technical school diploma; three years experience in the operation and maintenance of construction and maintenance equipment; possession of a valid CDL-B; possession of sufficient physical ability to perform the required tasks; any combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.
PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS
May be required to exert significant physical effort such as lifting and carrying heavy equipment and materials (often over 50 pounds). Regularly works out of doors under varying and extreme weather conditions; employee may be exposed to fuels, lubricants, solvents, fluids, and paints. Work requires standing and considerable walking on rough, wet, slippery surfaces, including dirt, asphalt, and concrete. Frequent exposure to continuous noises; exposure to minor injuries such as cuts and bruises; exposure to long periods of sunlight; poisonous plants, and insects and bees.
SENSORY REQUIREMENTS
For communicating with others, talking is required; for receiving instructions from others, hearing is required; for doing the job effectively and correctly, sight is required; and for detecting odors of noxious fumes and gases, smelling is required.
