Vertical Transportation Program Subject Matter Expert Job Description:
Serve as a Subject Matter Expert on the Region 4 Vertical Transportation Program team, technical advisor, consultant, and advisor to GSA stakeholders, contractors, and other activities on issues pertaining to the Region’s Vertical Transportation Program. This is for a full-time on-site position. This is not a full-time virtual position, but teleworking capabilities will remain flexible for emergency situations (such as for events like inclement weather). The geographic area for Region 4 GSA includes the locations listed below:
- Current Region 4 locations include: Florida, Georgia, Alabama, Kentucky, N Carolina, S Carolina, Mississippi, Tennessee.
- Position may require travel and/or assistance across the remaining 48 states as needed. Responsible for supporting the Region’s Vertical Transportation Program by:
- Inspecting and acceptance of completed Vertical Transportation work.
- Tracking of inventory – This includes managing the Regional Vertical Transportation inspection program as it relates to our National Computerized Maintenance Management System.
- Validate the accuracy of inventory of Vertical Transportation equipment
- Review and enforcement of Maintenance Control Plans (MCP).
- Project site visits to ensure compliance with code, and verify compliance with project specifications. And work with project team to ensure accuracy of equipment installation.
- Provide guidance and technical support to Building Managers on equipment shutdowns, entrapment and overall performance, and conditions of vertical transportation equipment.
- Travel to one of our many buildings throughout GSA to inspect any of more than 3500 elevators.
- Meet with key stakeholders (Project team members, professional consultants, and tenants).
- Oversee and track inspections for annual, semi-annual, and five-year tests.
- Review and conduct maintenance surveys on various types of elevators and escalators.
- Offer expertise and advice to stakeholders on modernization and repair projects.
- Work with maintenance contractor on corrective action related to elevator shutdowns
- Review contractor proposals and designs to determine fair and reasonable pricing, as well as verify accuracy of scope of work.
- Participate in Vertical Transportation Communications Plan targeting both internal (GSA Building Managers) and external (Architects, Engineers, Inspectors, Maintenance Contractors, Manufacturers, Suppliers, etc.
) and stakeholders. The goal of the communications plan is to share Vertical Transportation standards and regulations as they apply to the GSA’s inventory of Federal Buildings. In coordination with GSAs Vertical Transportation Authority Having Jurisdiction the Vertical Transportation Program Subject Matter Expert may:
- Perform inspections and recommend final approval of work, programs, documents and memorandums as they pertain to the Vertical Transportation Program.
- Provide Vertical Transportation design reviews, comments, and recommendations.
- Conduct condition surveys, prepare reports that document the findings and make recommendations.
- Develop independent cost estimates (IGEs).
- Oversee the semiannual and annual Vertical Transportation performance inspections as required by the ASME Code.
- Witnesses and accepts/rejects the results of Code-required annual and 5-year Vertical Transportation safety tests.
- Manage all aspects of the regional Vertical Transportation Program as it pertains to the National Computerized Maintenance Management System.
Required Qualifications/Knowledge:
- Must posses a current QEI (Qualified Elevator Inspectors) license
- Experience with maintenance and repair of elevator controls and systems is preferred
- Ability to apply thorough knowledge of the latest editions of the ASME Elevator Codes (American National Standards Institute) as well as supporting codes which include but not limited to: o

- Ability to learn and implement GSA policies and procedures regarding Vertical Transportation systems for: Inspection of Operation, Maintenance, Replacement, Repair, and modernization.
- Ability to learn and utilize our National Computerized Maintenance Management System Support/Reference/Implement current construction, installation, and operation practices of the industry.
- Demonstrate highly effective communication skills when partnering with both internal and external stakeholders.
- Knowledge required to participate in national and regional initiatives in the program area and to develop and revise policy, guidelines, regulations, checklist, and handbooks on Vertical Transportation issues.
- Knowledge required to provide consultative and expert advisory services to stakeholders at all levels.
- Knowledge and skill sufficient to participate in condition surveys, investigations, and tests of new equipment and methods of operation, training, and certification.
- Knowledge of concepts, theories, principles, and practices of the vertical transportation industry to provide expert technical advice to regional individuals, as well as individuals of other agencies.
- Knowledge of national Vertical Transportation safety and operational standards, ASME Codes, policies, regulations and standards, operational directives, and methodologies.
- Knowledge of the Vertical Transportation industry and new technologies. The ability to communicate new standards and policies to both internal and external stakeholders.
- Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies from local activities, and to articulate positions/policies of vast technical complexity.
Qualifications:
The candidate must be a licensed Qualified Elevator Inspector, meeting the requirements of organizations such as the National Association of Elevator Safety Authorities (NAESA).. The Subject Matter Expert in this position must have complete, detailed and practical knowledge to explain technical principles related to Vertical Transportation. This knowledge must be sufficient to assess proposals, review and monitor contractors’ performance, prepared analysis, and assist and advise stakeholders with appropriate guidance and policy for solving engineering issues. Past performance of at least 2 yrs experience in the elevator industry to include experience working on elevators during maintenance, repair, or modernization.
Physical Demands:
The work requires considerable walking, stooping, bending, and climbing. Excellent eye-hand coordination is required. The employee must not be subject to vertigo or acrophobia.
Work Environment:
Although the employee’s administrative workstation is in a general office, the duties and responsibilities of the position regularly and recurrently expose him/her to falls, cuts, bruises, electric shock, high noise levels, dust, dirt, and high and low temperatures. Equivalent to GS-13 Step 5 if well qualified with 5 years plus experience and classified as Level II. Less than 5 years’ experience will start at GS-13 Step 1 and classified as Level I.
