Description of Work Salary Grade:
NC23 $78,579.00 – $153,288.00 This position with NCDOT offers full State Benefits , competitive salaries and many career development opportunities. Supervises the National Bridge Inspection Standards project groups (Structure Inventory and Appraisal; Above Water, Underwater and Special Inspections, and Electricians). Provides oversight and guidance in bridge inspection and maintenance of the State’s structure inspection and inventory data. Manages and coordinates municipal bridge inspections. Manages the selection of private engineering firms used for bridge inspection work. Makes inspection assignments to private engineering firms and negotiate the fees. Evaluates the severity of inspection maintenance notices and approves the quality of maintenance repairs. Responds to stakeholder inquiries about bridges. Assembles outstanding maintenance and posting data and disburse reports. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Knowledge of federal requirements for the National Bridge Inspection Standards Program and ability to manage the State bridge inspection program.
Knowledge of element level bridge inspection and analysis or load rating for structures and experience with coordinating and developing repairs to deteriorated or damaged bridges.
Experience with developing inspection guidelines and practices and ability to coordinate contract inspection assignments.
Knowledge of the Federal Recording and Coding Guide and the State’s recording and coding practices and ability to manage the Structure Inventory and Appraisal (SI&A) workflows and processes.
Experience in delegating work, managing expectations, dealing effectively with employees, recommending and filling positions and evaluating employee performance.
Additional Expectations:
Provide support to the field maintenance forces concerning repair alternatives, load postings, inspections, grades, etc. Resolve a variety of problems and issues related to bridge data and inspection. Provide guidance and instruction for the database management and bridge inspection section. Provide support to private engineering firms, NCDOT personnel and contractors, serve on committees to select private engineering firms for DOT contract work, make assignments and negotiate fees. Respond to request for information and data. Detailed management of the inspection of 800+ municipal bridges. Collect bridge data and disburse reports. Participate in policies, procedures, issues, and changes for Bridge Inspections and Data Storage. Participate in bridge repair and upgrade recommendations. Registered North Carolina Professional Engineer is preferred.
