Job Description We are in pursuit of a full-time leader and key player for the right-of-way team. We are seeking a candidate who will be able to provide administrative and field support to other staff, contractors, and citizens. This candidate will be able to capitalize on his/her skill within the department’s organization and field. The individual in this role will assist with inspections, complaints, citations, code enforcement, outstanding customer service, and other duties as assigned. This candidate will be a strong foundation for our team, and be able to collaborate with internal and external stakeholders, citizens, contractors, and others to ensure all work in the right of way is in compliance with policies and procedures. This candidate will be juggling multiple tasks at once to ensure all tasks are completed in a timely manner.

We are looking for a team player who is motivated and passionate about the safety and inspection of the City’s Right of Way. We focus on excellent customer service, inspections of our streets, sidewalks, and work being performed in the right of way. The candidate will be able to utilize his/her strong communication skills to ensure that all inspections, concerns, questions, and complaints are resolve. You will contribute to our sense of community and teamwork where collaboration is encouraged. Your assignments will remain interesting and challenging due to the variety of tasks and number of variables from one task to the next. Your contributions to the team will ensure that our missions are met on a daily basis.

About Us:

Joining our Infrastructure Inspection Team will provide an exciting opportunity to play a vital role in the quality of Raleigh’s critical infrastructure within the City’s right of way including but not limited to, storm drains, sidewalks, greenway trails, and roadway construction. The Transportation Infrastructure Inspections Unit is responsible for overseeing the Right of Way and contractors working within the public right-of-way and easements, ensuring the work is completed to City and Safety Standards in a timely manner, and within code compliance. Duties and Responsibilities Inspects the City’s right of way and the installation of dry utilities in accordance with policies, procedures, codes, and laws. Inspecting work zones for proper setup Coordinates with contractors, engineers, developers, and citizens on proposed work, and any complaints or issues that arise Provides customer support and responds to inquiries, complaints and information requests; performs research or investigations; verifies and provides procedure/process information Attends and/or coordinates meetings including project reviews; prepares agenda, meeting notifications and materials; reviews change orders, schedules and/or other meeting materials; identifies issues; consults with engineers, contractors and/or agencies and coordinates resolutions Reviews and verifies data and documents which may include project submittals; contractor billing; contract requirements and completed work and materials; construction plans, right of way plats; property deeds; GIS data; inspection reports; and/or other engineering-related information This role is required to operate a City-owned pickup truck or SUV to various locations on a daily basis

Typical Qualifications Education and Experience:

Associate’s Degree in engineering or directly related field and three years of paraprofessional engineering experience, preferably in area of assignment OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire

Additional Information Knowledge, Skills and Abilities:

Knowledge of MS Windows, MSOffice, and iMAPS
Ability to identify occupational hazards and apply relevant safety principles and practices
Demonstrated proficiency in discerning the uses and properties of supplies and equipment crucial to the tasks at hand
Thorough understanding of applicable federal, state, and local laws, codes, and regulations governing your work environment
Ability to coordinate deadlines, prioritize work demands and assign/monitor work performed based on assignments
Skill in composing and maintaining basic original documents including reports and program materials, while performing original research, compiling and assembling data
Ability to provide attention to detail in assignments and direction to others including co-workers, contractors, and citizens to meet standards

ADA and Other Requirements:

Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work:

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:

Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
