Job Responsibilities
The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries – electric, natural gas, telecommunications, water/wastewater, and transportation – before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state’s Energy Office, Broadband Office, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.
Rail Safety Inspector job duties include:
Track Inspector
Perform compliance inspections of railroad track systems, railroad maintenance machines (RMM’s), railroad employees and contractors to railroads in the State of South Carolina.
Conduct periodic inspections, applying §49CFR Part 213 and 214 regulations for the purpose of reporting on the safety compliance of the railroad track structure, the safe working procedures of the employees and contractors and evaluate railroad remedial actions.
Investigation Administrator
Plan, write and report on compliance inspections, investigations, and complaints.
Coordinate inspections and investigations with federal track inspectors and railroads. Secure lodging and maintain transportation. File reports and remedial actions with accuracy. Prepare reports of violations when necessary, collecting sufficient evidence to support FRA- appointed attorneys for potential prosecution, or for claims conferences when necessary.
Certification and Compliance
Maintain and develop proficiency with §49CFR Part 213 and 214.
Attend conferences, training and recurrency as scheduled.
Incident Investigator
Conduct investigations of significant train accidents resulting in serious injury to persons or property damage of a railroad. Determine probable cause of accident or incident and whether any regulations were violated.
Analyze information gathered during investigations to determine the cause and compliance with existing safety laws and regulations.
Complaint Investigator
Conduct investigations of railroad related complaints.
Investigate complaints from railroad employees, the public, or governmental representatives involving unsafe conditions of track or the other subject areas of responsibility, and interview complainants, railroad officials, and any parties as required for proper investigation of the complaint.

Minimum and Additional Requirements
A high school diploma and at least five years of experience related to railroad operations and/or maintenance. Valid SC Class D driver’s license and be able to operate motor vehicles. Effective oral and written communication skills. Proficiency in the use of Microsoft Outlook, Word and Excel. Additionally, the following are required:
ability to lift up to 50 pounds
travel throughout SC and attend out of state training
ability to work outdoors in all temperatures and during inclement weather
availability to work upon notice at any time, on any day, during emergencies
Additional Comments
A state vehicle will be assigned and driver training will be required All ORS employees are required to attend ethics training annually for continued employment. All ORS employees are prohibited from owning equity in regulated utilities. Worksite locations may vary to include attendance at meetings in Columbia, SC (ORS central office)
