  • ATO-Wide Duties The Supervisory Air Traffic Control Specialist (SATCS) applies advanced knowledge of the technical aspects of air traffic control operions and procedures to direct staff in identifying risk and/or compliance issues individual air traffic facilities and within the NAS.

As the Barrier Analysis Review (BAR) Team Manager, the SATCS directs a subordine staff of senior air traffic control specialists responsible for analyzing and classifying facility aircraft occurrences and encounters according to a common naming convention in order to identify safety barriers. This work usually includes a mixture of routine and complex projects/programs involving the identificion of lent risk and/or compliance issues within air traffic operions and directly impacts Safety and Technical Training, the ATO, and the continued safety of the Nional Airspace System (NAS). The Team Manager utilizes and applies program/project management principles to establish and manage the financial, business and planning activities th support the identificion of safety barriers in the NAS. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for the organizion. Manages budget and either realloces resources among organizional units/ projects/programs or requests additional resources, as needed. Possesses an advanced understanding of the objectives of the major subdivision. Applies advanced knowledge of budget, human resources, and other administrive policies and procedures. Projects short-term and long-term future needs and justifies resource requirements to ensure cost-effective support of programs/projects/ activities. Plans and communices AJI’s vision and objectives; sets priorities; assigns tasks and responsibilities; monitors and evalues performance; coaches and develops employee capabilities; approves leave; and takes, recommends or approves corrective/disciplinary actions, as approprie. Uses coaching skills to train staff, to improve the workplace, and to engage in conflict resolution. The SATCS utilizes experience with air traffic facility operions to engage facility management and collabore with the bargaining unit concerning risk within facility and NAS operions/processes. Identifies opportunities for corrective action. Utilizes the BAR process and procedures to analyze BAR aggrege da concerning common factors and safety barriers and delivers this informion via reports and discussions with air traffic facilities. This aggreged BAR da is used to assist in understanding wh safety barriers are effective during operions and which safety barriers need strengthening. The SATCS directs the overall BAR effort and manages the certificion of BAR team members. Contacts are primarily internal to the organizional unit and the ATO with subordines, peers, and higher-level management to discuss the stus of projects/programs and to plan for the future. Contacts are frequently with air traffic facilities and service areas in addition to leaders of the aviion industry, external stakeholders, and other Federal agencies. Has authority to make commitments for AJI within guidelines. Work is typically governed by established policies, procedures, and organizional objectives th frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Identifies problem areas and develops and/or recommends new policies and procedures for resolution.
